Well she did say “we’ve got to understand North Korea is holding on to these nuclear weapons” because they’ve seen recent examples of the foolishness of relinquishing them, not that that’s why they sought them out in the first place. It’s a fact that protection from US interventionism is why they sought them out in the first place, and her point is that America will have to change that interventionist behavior first to have any credibility in denuclearization talks. I think that’s reasonable.
