That’s not what’s meant by consciousness. What’s meant by consciousness is the way there’s a subject experiencing experiences like sensory impressions, thoughts and feelings. There’s no evolutionary reason that process couldn’t run the way it runs while dark and unwitnessed, and the question of why it isn’t is indeed completely unanswered by science.
