If you’ve got some evidence that it was impossible for them to construct such a program between 2002 and 2010 I’d like to see it. Otherwise you’re just trying to make silly hypotheticals sound plausible. Right now all we know is that the 2002 intelligence was bad.

Start making some real arguments. “Well maybe they could be lying” with zero supporting evidence is not an argument.
